Here is what each method actually detects, where each one falls short, and when the investment genuinely makes sense.

What an Infrared (Thermal) Survey Detects — and Its Limits
An infrared survey, sometimes called a thermal scan, reads temperature differences across the roof surface. The principle is simple: wet insulation stores and releases heat differently than dry insulation. After a sunny day, areas with moisture trapped in the assembly cool at a different rate than the dry roof around them, and a thermal camera makes those patterns visible. Surveys are commonly performed in the evening, when that temperature contrast is strongest, and the suspect areas are typically marked directly on the roof or mapped on a roof plan.
Now the limits, which matter just as much. Infrared does not “see” water; it sees temperature anomalies that are consistent with moisture, and other conditions — shading, patched areas, differing materials — can produce similar patterns. Findings therefore need verification, which in industry practice means confirming suspect areas with direct methods such as moisture-meter readings or core samples. Weather and surface conditions have to cooperate, and some assemblies, such as ballasted roofs where the membrane is covered by stone, are poor candidates for surface scanning. An infrared image without experienced interpretation is a picture, not a diagnosis. Industry practice also includes drone-mounted infrared for large or difficult roofs — the same physics from a different vantage point, with the same interpretation requirements.
What Moisture Surveys Detect — and Their Limits
Electronic moisture surveys take the more direct route. Instruments such as capacitance or impedance scanners are moved across the roof in a grid pattern, measuring the electrical response of the materials below the surface — a response that changes when moisture is present. The readings are recorded point by point and assembled into a moisture map showing where the assembly is likely wet, how large the affected area is, and how the readings trend across the roof.
The limits are practical. Different membrane types and assemblies call for different survey methods, and some combinations limit accuracy. Surface water, recent rain, or conductive materials can distort readings. And like infrared, the raw data requires interpretation: a grid of numbers only becomes useful when someone experienced translates it into where the moisture is, how far it has spread, and what that means for the roof’s future. Both survey types capture a moment in time — they document current conditions, not how the roof will behave next year.
When These Surveys Are Worth the Added Scope
Chronic or hard-to-trace leaks
When a leak has been patched more than once and keeps returning, the visual trail has usually gone cold. Surveys extend the search below the surface, revealing moisture that has traveled far from its entry point. Before major repair or replacement decisions
The single most expensive unknown on an aging roof is how much of the insulation is wet. A roof with isolated moisture can often be repaired section by section; a roof with widespread saturation cannot be fixed from the surface, because new membrane over wet insulation traps the problem underneath. Large roofs and portfolio assessments
On a large roof or across a multi-building property, guessing is expensive in both directions. A moisture map lets an owner, board, or property manager prioritize objectively: which roofs or sections need attention now, which can wait, and where budget dollars do the most good. That is documentation a board can act on, not an opinion. Surveys also scale sensibly: assessing several roofs in one mobilization spreads the cost, and consistent methodology across buildings makes results genuinely comparable — something ad hoc visual reports rarely achieve.
When a Standard Inspection Is Enough
Not every roof needs advanced diagnostics, and it is worth being direct about that. If a problem is visible, localized, and recently documented — a failed flashing, a clogged drain, a puncture — a thorough physical inspection typically identifies it without added scope. The same is true for routine condition reviews on a roof with no history of chronic problems. Age matters here as well: a newer roof with a single known issue rarely justifies survey scope, while an older roof approaching a capital decision often does, because the cost of being wrong is so much higher.
A useful rule: surveys answer a specific question — where is the hidden moisture, and how far has it spread? If no one is asking that question yet, the money is usually better spent on a quality independent inspection first.
